Air Power Development Centre #22: 'Capability Born Joint': Towards A Seamless Force (2007) By Sanu Kainikara

 

The concept of seamless operations has been preferred in military policy by the Australian Defence Force over about the last seven years. Seamless operations are those so integrated that they can be viewed as ‘beyond joint’. In their design and execution, seamless operations would be designed to seal any perception of Australian operational vulnerability to the adversary, at least as far as that is possible, noting perfection is not necessary but superiority is. Seamless operations will seek to maximise Australian operational effectiveness and efficiency through clever design. However, there are challenges in realising the capability for seamless operations. Some capabilities are so ubiquitous that they cross Service boundaries as they are currently viewed; such capabilities may have to ‘born joint’ to enable seamless operations, whilst also being supported by individual Services. That idea is quite a mind-turner. This paper aims to expose some ideas and initiate debate on realising seamless operations and their relativity to ‘born joint’ capabilities. I trust this paper will be a stimulating read for military professionals interested in the design of forces able to maximise Australia’s effectiveness for the future.
